What is DOT supervisor reasonable suspicion training?

DOT supervisor reasonable suspicion training is the two-hour course required by 49 CFR 382.603 for anyone an employer designates to supervise CDL drivers. It must cover at least 60 minutes on alcohol misuse and at least 60 minutes on controlled substances, including the physical, behavioral, speech and performance indicators of each. It is a one-time requirement with no renewal. Without it, a supervisor cannot legally send a driver for a reasonable suspicion test. ELDT365 offers it online for $29, with a certificate on completion.

What the regulation actually says

49 CFR 382.603 is short. Each employer must ensure that all persons designated to supervise drivers receive at least 60 minutes of training on alcohol misuse and at least an additional 60 minutes on controlled substances use. The training is to be used by supervisors to determine whether reasonable suspicion exists to require a driver to undergo testing under 382.307, and it must include the physical, behavioral, speech and performance indicators of probable alcohol misuse and use of controlled substances. The last sentence: recurrent training for supervisory personnel is not required.

Who has to take it

Anyone the employer designates to supervise CDL drivers. In practice that is dispatchers, lead drivers, foremen, safety coordinators, terminal managers and owners who supervise, not only people with supervisor in their title. It applies to every employer of CDL drivers: private fleets, public works departments, school districts, and one-truck carriers. The only exemption is an owner-operator who employs nobody but themselves.

Why it matters

Reasonable suspicion testing under 382.307 is the only DOT test type that cannot happen without this training. The observation that triggers the test must be made by a trained supervisor. An untrained supervisor who smells alcohol on a driver at 6 a.m. has no lawful way to test them. An employer whose supervisors are untrained fails that item on an FMCSA audit and, worse, has drivers on the road that nobody is qualified to pull.

What a good course covers

The alcohol hour: the 0.04 limit, the four-hour and eight-hour rules, the 0.02 removal, what alcohol does at each concentration, and the four indicator categories. The drug hour: the DOT five-panel, what the Medical Review Officer does, why state marijuana laws and CBD change nothing, and indicators by drug class including withdrawal. Both hours: the legal standard of specific, contemporaneous, articulable observations, the step-by-step procedure, the two-hour, eight-hour and 24-hour clocks, the written record, and what happens after a positive.

One-time, but keep the certificate

Because no renewal is required and there is no federal registry for it, the certificate is the only proof. Keep it in the supervisor's personnel or safety file. Auditors ask for exactly that: show me each supervisor's training certificate with the date and the two module durations.

Questions drivers ask

Does the training have to be 60 plus 60 minutes exactly?

At least 60 minutes on each topic. A course can run longer; it cannot run shorter. ELDT365 paces each module to meet the minimum and states the duration on the certificate.

Is there a test at the end?

The regulation does not require one, but a course without an assessment is hard to defend to an auditor. ELDT365 grades each module at 80 percent with a review round for anyone who falls short.

Does it expire?

No. 382.603 explicitly states recurrent training is not required. Employers often refresh every few years anyway; that is policy, not regulation.

Can one certificate cover a whole company?

No. Each designated supervisor needs their own training and certificate. Employers can buy seats for several supervisors at once.

Is this the same as DOT Hazmat Employee training?

No. Hazmat Employee training is 49 CFR 172.704 and is for people who handle or ship hazardous materials. Supervisor reasonable suspicion training is 382.603 and is for people who supervise CDL drivers. Many safety managers need both.
