Massachusetts has the heaviest state requirement of any we researched: about 60 hours for non-CDL holders (28 classroom, 32 behind the wheel) under 540 CMR 8.00 for the RMV school bus driver certificate, and at least 40 combined hours for current CDL holders. ELDT365 handles the separate federal theory for $20 per course.

Class B, Passenger and School Bus are $20 each per driver. A driver who needs all three is $60; a Class B holder adding the two endorsements is $40. Massachusetts fleets can put a card on file and be billed as they enroll, or prepay seats on a PO with a W-9 and a quote. No minimum and no contract. The RMV school bus certificate hours under 540 CMR 8.00 satisfies Massachusetts. It does not satisfy FMCSA. A driver getting a Class B, Passenger or School Bus endorsement for the first time since February 7, 2022 also needs a federal ELDT record from a provider on the Training Provider Registry before the MA skills test. The two records live in two different systems: the state training with the Massachusetts RMV, the ELDT with FMCSA.
RMV-certified School Bus Driving Instructors at your contractor or district, under 540 CMR 8.00.
At least 8 hours of in-service training for certificate renewal, per 540 CMR 8.03. ELDT has no refresher.
Massachusetts requires the RMV-certified instructor to complete the training before certifying the driver for the school bus certificate. The CDL skills test itself is a separate RMV event that checks the FMCSA registry for the ELDT record. Most operators sequence it as ELDT theory first, then classroom, then road hours, then the skills test, then the certificate.
Only if the vehicle requires a CDL. Most 7D school pupil transport vehicles are under the CDL threshold, so those operators need the Massachusetts 7D certificate and its 2-hour pre-service but not federal ELDT. The moment a driver moves up to a full-size bus, ELDT applies.
