Do I need ELDT?
You need ELDT if
- You are applying for a Class A or Class B CDL for the first time.
- You hold a Class B and are upgrading to a Class A.
- You are adding a HAZMAT, Passenger, or School Bus endorsement for the first time.
In each case both theory and, except for hazmat, behind-the-wheel training must be completed with providers on the FMCSA Training Provider Registry before the state gives you the skills test or endorsement.
You do not need ELDT if
- You are adding a Tanker (N) or doubles/triples (T) endorsement. Those are knowledge test only.
- You held the CDL class or the H, P, or S endorsement before February 7, 2022, even if you let it lapse, in most states.
- You are renewing or transferring a CDL between states.
- You are getting a Class C CDL without an H, P, or S endorsement.
- You hold a commercial learner permit issued before February 7, 2022 and it has not expired, in some states.
Military and exemptions
Drivers using a state military skills-test waiver still need ELDT unless they qualify for the specific military exemption. Some farm, emergency, and government vehicle operations are exempt from CDL requirements entirely and therefore from ELDT. When in doubt, ask your state licensing agency.
Questions drivers ask
Is ELDT a one-time thing?
Yes. Your completion stays on the FMCSA registry permanently.
Can I do all of ELDT online?
The theory part, yes. Behind-the-wheel training must be in a real vehicle with a registered provider. HAZMAT has no behind-the-wheel requirement.
How do I prove I did it?
You do not. Your provider files it to the registry and your DMV looks it up.
