Renewing a HAZMAT endorsement: do you need ELDT again?

No. Federal ELDT rules apply only when you get the HAZMAT endorsement for the first time, so a normal renewal does not require ELDT. If your H was issued before February 7, 2022, you are exempt under 49 CFR 380.603(b), and if you got it after that date, the ELDT you already took counts for good. What renewal does require is a new TSA security threat assessment, and many states also make you pass the HAZMAT knowledge test again. If you are getting H for the first time, our HAZMAT theory is $20.

What the federal rule says

49 CFR 380.603 covers who must take ELDT. Paragraph (b) says a driver who was issued a Class A or B CDL, or a P, S or H endorsement, before February 7, 2022 does not have to comply with ELDT for that CDL or endorsement. FMCSA's registry FAQs say ELDT applies to people getting H, P or S "for the first time." FMCSA also calls ELDT "one and done": once you complete the training for an endorsement, you do not retake it.

Who still needs ELDT for HAZMAT

Anyone getting H for the first time. That includes drivers who have held a CDL for years but never had the HAZMAT endorsement. FMCSA's FAQ is clear on this: a CDL from before February 7, 2022 does not cover a first-time H. Not sure where you fall? See do I need ELDT.

What renewal actually requires

If your HAZMAT endorsement lapsed

FMCSA leaves it to each state to decide whether you can get an expired endorsement back without ELDT. Some states reinstate it without training, others ask for ELDT first. Either way, expect to redo the TSA check and the knowledge test, because the endorsement is not restored until TSA and your DMV qualify you again. Call your DMV before you pay for anything.

If your state does want ELDT

If your DMV says you need HAZMAT theory to get the endorsement back, it must come from a provider on the FMCSA Training Provider Registry. ELDT365 is registered for HAZMAT theory. You need 80 percent on the final assessment, and we file your completion with the FMCSA the same day you pass. Free practice tests for the knowledge test are at /practice-tests.

Questions drivers ask

I got H in 2019. Do I need ELDT to renew?

No. Endorsements issued before February 7, 2022 are exempt under 49 CFR 380.603(b). You still need a new TSA check, and your state may require the knowledge test.

I took HAZMAT ELDT in 2023. Do I take it again at renewal?

No. FMCSA treats ELDT as one and done. Your completion stays on the Training Provider Registry.

Does a renewal need behind-the-wheel training?

No. HAZMAT ELDT is theory only, even for first-time applicants.

My H expired two years ago. What now?

Ask your DMV. Some states reinstate without ELDT and some require it. Plan on a new TSA check and the knowledge test either way.
